The tunnel costs some battery, mostly because the radio stays busier. In normal use the difference is noticeable but not dramatic, and it is far smaller than an hour of video. If you want it on only sometimes, both clients offer on demand rules so the tunnel comes up on untrusted Wi-Fi and stays down on your home network.
